Pinnick travels to London to meet Akpom, Iwobi’s parents

Amaju Pinnick has paid a visit to parents of Arsenal youngsters Chuba
Akpom and Alex Iwobi, to discuss with them the possibility of both players
featuring for Nigeria.
The two Gunners have represented England at all youth levels, but are still
eligible to feature for their country of origin.
Iwobi is currently in Nigeria’s Olympic team, but Akpom has not been clear
on if he will switch allegiance.
Pinnick stopped over to watch Arsenal’s FA Cup tie against Middlesbrough
on Sunday and took the opportunity to meet the parents.
“I was able to see Kenneth Omeruo and Chuba Akpom at the match. I am
meeting the parents of a number of these youngsters this time and have
plans to meet all of them and also their parents in due course,” he said
through his media aide Ademola Olajire.
“You see, some of them might have represented England at junior level, but
they are willing to represent Nigeria at senior level, and that is what we are
looking at.
“We are looking at strengthening our teams at all levels and these players
are willing, once we can convince them that there is a new set-up in Nigeria
football.”
The NFF president is also planning to visit Southampton’s centre back
Joshua Debayo, Stevenage’s Fejiri Okenabirhie, Chike Kandi of Brighton, Ola
Daniel, Mayowa Balogun and Semi Ajayi.

Thierry Henry begins coaching at Arsenal

Thierry Henry is taking steps to becoming a coach in the forseeable future.
The former Arsenal and Barcelona striker, started his coaching badges with
the FA in Wales and has been granted permission by the Gunners, to work at
Hale End with the youth academy.
According to reports in the UK, Henry has already handled some sessions
with the various youth groups. The Frenchman is picking up invaluable
experience as Hale End and will earn his A and B UEFA licences.
Henry has been tipped to become an Arsenal coach soon, but although this
may look like a move in that direction, it must be noted that Arsene Wenger
always allows former players to coach at the club, while undertaking their
badges.
Henry announced his retirement from football last year and is currently a TV
pundit with Sky.

Siasia announces 21-man squad for Gabon

Samson Siasia has unveiled a list of 21 players, that will travel to Gabon
ahead of the All African Games qualifying first leg tie on Saturday.
Arsenal midfielder Alex Iwobi, Enyimba’s Kingsley Sokari and 19 others make
the cut. Gero Abdullahi and Aminu Umar are two surprise exclusions from the
squad.
The team’s Media Officer Timi Ebikagboro, explained that Umar and Warri
Wolves’ striker Freedom Omofonma were excluded because they arrived the
camp late from their respective bases.
The Dream Team VI will leave Nigeria for Gabon on Wednesday evening via
Ethopia Airlines.

Mark dismisses alleged interim government plot, says May 29 sacrosanct

President of the Nigerian Senate, David Mark, has described the call for
Interim National Government by some Nigerians as ‘’imprecise, sordid and
strange’’ to the 1999 Constitution as amended.
Mr. Mark stated this on Tuesday in Abuja at the resumed sitting of the
Senate after its one-month recess.
Mark said that the issue of polls rescheduling and the call for interim
government had been given undeserved prominence across the country.
According to him, the Senate will not be part of any move to violate the
provisions of the 1999 Constitution, which the lawmakers have sworn to
uphold.
“I am alarmed that the issue of Interim National Government has been given
underserved prominence in our national discourse. Interim National
Government is alien to the 1999 Constitution as amended. Therefore, those
calling for it are calling for an exercise in futility,” Mr. Mark stated
“This Senate is committed to the provisions of our constitution which we
swore to protect and we will not do anything to sabotage the democratic
process. It is important to note that on the 29th of May, 2015, a
democratically elected government, through a free, fair, transparent and
credible election will be sworn in.”
Mr. Mark called on the Independent National Electoral Commission to use
the six weeks extension to continue to put measures in place to ensure a
free, fair and credible election.
He also urged Nigerians to support INEC in its effort to conduct a
transparent election, adding that all Nigerians, including lawmakers, should
desist from making comments that would instigate violence.
“These are not ordinary times in our nation; there is palpable tension in the
land. Comments and even the body language of the political class further
exacerbate the tension. As statesmen and women, we must rise to the
occasion and help reduce this tension.
“We must refrain from acts that will aggravate this already charged
atmosphere across the country. I urge you, my distinguished bosses, to be
dedicated to our constitutional duties as you have always done,” he said.
Mr. Mark further urged Nigerians to be true statesmen and women both in
words and deeds to douse the tension in the nation.

Obasanjo created Jonathan, other Governors; we will beg him to forgive us – Lamido

Governor Sule Lamido of Jigawa State on Tuesday disclosed that Peoples
Democratic Party stakeholders would beg former President Olusegun
Obasanjo, who dumped the party on Monday to have a rethink.
Lamido made this disclosure after a meeting with President Goodluck
Jonathan at the Presidential Villa, Abuja on Tuesday.
The governor, who heads the North-West Council of Goodluck/Sambo
Presidential Campaign, told State House correspondents that Obasanjo
remained the father of all.
He said Jonathan and all the state governors were creations of the former
President.
He explained that it was only appropriate that “when a father is angry with
his children, the children should beg him.”
Lamido said, “Baba (Obasanjo) is more than a party man. He is an icon, a
national symbol and a leader and an inventor, a creator of all the institutions
today in Nigeria from the President to the governors who are his own sons,
are all his creations.
“And so, when a father is angry with his own children, we will only say we
are sorry to him. But then, we cannot be renounced for whatever it is.
“If you do any political DNA of our blood, you will find his (Obasanjo’s) blood
in us. No matter what we are, we may not be able to live up to his
expectations.
“We might have made some mistakes, but abandoning us is not the solution
because the country is first before anything else. So, he is our Baba even up
to the President.
“Baba is our baba no matter what. He is angry with us, but then, what do
we do? He gave us the life at a time when Nigerians were fighting us, he
stood for us. Since 2011, in 2007, he stood firm for us.
“He is our father. And so, if we made some mistakes, we are only human
because we are heading human institutions. And I think by the time he
reflects, how could he abandon his own children like that. Wherever we are,
we are right in his heart. He feels for us, he cares for us.”
When asked to be specific on whether they would go and beg Obasanjo to
return to the party, Lamido said such issue was not the kind he would
announce publicly.
“When there is some kind of misunderstanding between a father and a child,
you don’t go to NTA or any other media to say you are going to do this.
“I mean the bond between us is so strong. I know he is equally pained. I
know what he is going through because he is our father, but I will not tell
you the strategy because when he was producing us, you were not there,
when he was making us, were you there,” the governor said.
When told that some party chiefs had already said they would not miss the
former President, the governor said Jonathan, who he described as
Obasanjo’s first child, had not said so.
“But then, the first child is the President, did he say so?,” he asked.
When asked again if Obasanjo’s constant criticisms of the President did not
worry him, Lamido said “when parents get old, they tend to manifest signs of
old age.”
He added, “What I am saying is that all of us have parents. When we were
born, they pepped us, gave us their love, gave us everything. By the time
they get old, naturally, there is what they call role reversal. We became the
parents and they became the children. So, what is wrong if our parents begin
to manifest those signs of old age?”
He said, “What is this opposition in Nigeria? You must know Nigerian
history. Nigeria cannot be governed by an aggregate of pain, anger and
frustration”.

14-year-old escapee claims Boko Haram’s Jihad is false

A Fourteen year-old boy, identified as Alaji, from kerenua, who was forced to serve the terrorist
group, Boko Haram, has narrated his ordeal after being kidnapped by the extremists recently.
The teenager explained in an interactive session that he was abducted at gunpoint by two men on
a motorcycle and taken to a town where he saw hundreds of fighters of the terrorist group.
According him, “I was abducted at gun point by two men on a motorcycle and taken to a town
occupied by the group. After a day, we moved to another town, then another, that was how we
kept on.
“There were lots of us, I saw hundreds of fighters, there were also many captives, but all of us,
including the captives, were set on groups but not in one place within the camps”, he said.
Talking about the activities in the camp, Alaji said that the females in the camp were morally and
sexually abused while the males were being sent on errands.
“There were lots of women in the camps, they raped and abused them.
“For boys, we run errands but everyone knows the repercussion for disobedience, they enforce
discipline; they don’t let captives to mix freely,” he stated, adding that “this goes to show that the
jihad they claim to be waging is not true”.

INEC insists using PVC will curb rigging

The Independent National Electoral Commissioner in Charge of Lagos, Ondo and Osun States,
Prof. Akinola Salawu and Ondo State Resident Electoral Commissioner (REC) Segun Agbaje, on
Monday said there is no going back in the usage of Permanent Voters’ Cards (PVCs) in the
general elections.
Salawu, who spoke with reporters when on a courtesy visit to Ondo State INEC headquarters in
Akure, said using PVC would add value to the elections.
The national commissioner explained that the use
of the smart will enrich the electoral system and guarantee free,
fair and credible election.
The INEC boss assured that the commission is above board and not partisan, noting that the
decision to use the smart card is not to favor any political party but to add value to the election.
He reiterated that the commission is prepared
better than the 2011.
Also, Agbaje, who had earlier spoken on Adaba FM Private Radio Station in Akure and monitored
by our reporter before the rival of his boss, informed that 70.7 percent of PVCS have been
distributed in the State.
On the Radio Programme, the State REC said “There is electronic voting in most countries but law
does not allow it in Nigeria. So, what we did is to use the card readers in order to add value to
the electoral system.
“Any electronic item can have problem at any time. But these are new card readers. They have
been tested in some area councils I FCT. We know that they have high degree of reliability. We
also have backup in case of any problem.
“We are going to keep some quantities at the wards so that if there is any problem, they can
change the machine of rectify the problem.
“We have take delivery of more than 3060. what we need. We have 3009 polling unit. We will have
one card reader for each polling unit. There will also be polling points which are going to assist
that you don’t waste people’s time on that day. The card readers can last for ten hour. We can’t
use it more than five hours, at most six hours.
“In Ondo state, we were give a total number of 1, 494, 169 cards by the national headquaters. Out
of these, we have so far distributed 1,057,066 representing 70.7 percent of what we received. It
remains 437, 032 or 29.3 percent”, he disclosed.

Exit from PDP: Seun Kuti blasts Obasanjo, accuses him of killing Fela, grandmother

Seun Kuti, son of Afrobeat legend, Fela Anikulapo-Kuti has lambasted former president, Chief
Olusegun Obasanjo following his exit from the ruling Peoples Democratic Party, PDP.
DAILY POST reports that the former president had on Monday announced his exit from the
acclaimed largest party in Africa after tearing his membership card.
It would be recalled that Obasanjo served as President of Nigeria under the PDP’s umbrella as
well as its board of trustees chairman before his eventual fallout from the party on Monday.
Reacting to the development, Kuti said Obasanjo should not exonerate himself from the many
problems currently facing the country.
He also accused him of killing his father, Fela and his grandma, Ramson Kuti.
He vented his anger via his Facebook wall thus: “Baba Obasanjo has blamed everyone else for this
bad government except himself. You were no different and this is just an escalation of your
tactics. Na so u burn my father house, kill my grandmother and blamed unknown soldiers. Hian.
Oga take responsibility sometimes too. Not only are we on the wrong journey we got lost there
too and are on the wrong path. We are lost in a wrong journey and Obasanjo is the navigation
officer.”

NDLEA arrests pastor with 174kg of narcotics

Officials of the National Drug Law Enforcement Agency (NDLEA) have apprehended the resident
pastor of the Eternal Sacred Order of Cherubim and Seraphim at Agodo-Egbe, Ikotun Lagos over
alleged unlawful exportation of 174 kilogrammes of narcotic drugs to South Africa.
The suspect, Prophet Michael Raji was arrested following the interception of the drug at the cargo
section of the Murtala Mohammed International Airport (MMIA) during pre-shipment examination.
Preliminary investigation has indicated that the 60 year old suspect, Michael Raji is a suspected
top member of a drug syndicate operating in Nigeria, Ghana and South Africa.
He had three international passports bearing his photographs.
One of the passports bears the name Michael Raji while the other two bear the name Kadigun
Fatah Ola.
It was equally discovered that the church premises where he ministers also serves as a
warehouse for narcotics.
The seized drugs concealed inside large bags of foodstuff were found to contain 91kg of
Methamphetamine and 83kg of Ephedrine with an estimated street value of 609 million naira.

Real Madrid, Bayern not favourites to win Champions League – Mourinho

Chelsea boss Jose Mourinho, has insisted that Real Madrid and Bayern Munich, are not favourites
to win the UEFA Champions League this season.
The Blues will face Paris-Saint Germain tonight at the Parc des Princes, in the first leg of the
round of 16 tie.
Madrid, who clinched their La Decima last year and former champions Bayern, have been tipped to
win the competition, but Mourinho refused to rule out the other teams left.
“I don’t agree at all that they’re favourites, because the Champions League always has space for
surprises,” he told reporters.
“You go through the last decade and see teams winning the competition who you expect to win,
but you also have teams you don’t expect to win. You can balance it almost 50-50.
“You have three or four teams people would not be expecting. I really don’t know the candidates
when it goes to the knockout stage. At the moment there are 16 candidates for me.”

FA Cup quarter-final draws: United to host Arsenal, Liverpool face Blackburn

The draws for the last eight of the FA Cup have been made on Monday evening.
Manchester United will welcome Arsenal in the quarter-final of the competition. The Red Devils
came from behind to win 3-1 at Preston tonight.

Russian researchers expose breakthrough U.S. spying program

SAN FRANCISCO (Reuters) - The U.S. National Security Agency has figured out how to hide spying
software deep within hard drives made by Western Digital, Seagate, Toshiba and other top manufacturers,
giving the agency the means to eavesdrop on the majority of the world's computers, according to cyber
researchers and former operatives.
That long-sought and closely guarded ability was part of a cluster of spying programs discovered by
Kaspersky Lab, the Moscow-based security software maker that has exposed a series of Western
cyberespionage operations.
Kaspersky said it found personal computers in 30 countries infected with one or more of the spying
programs, with the most infections seen in Iran, followed by Russia, Pakistan, Afghanistan, China, Mali,
Syria, Yemen and Algeria. The targets included government and military institutions, telecommunication
companies, banks, energy companies, nuclear researchers, media, and Islamic activists, Kaspersky said.

The firm declined to publicly name the country behind the spying campaign, but said it was closely linked
to Stuxnet, the NSA-led cyberweapon that was used to attack Iran's uranium enrichment facility. The NSA
is the U.S. agency responsible for gathering electronic intelligence.
A former NSA employee told Reuters that Kaspersky's analysis was correct, and that people still in the spy
agency valued these espionage programs as highly as Stuxnet. Another former intelligence operative
confirmed that the NSA had developed the prized technique of concealing spyware in hard drives, but said
he did not know which spy efforts relied on it.
NSA spokeswoman Vanee Vines said the agency was aware of the Kaspersky report but would not
comment on it publicly.
Kaspersky on Monday published the technical details of its research on Monday, a move that could help
infected institutions detect the spying programs, some of which trace back as far as 2001. (http://

The disclosure could hurt the NSA's surveillance abilities, already damaged by massive leaks by former
contractor Edward Snowden. Snowden's revelations have upset some U.S. allies and slowed the sales of
U.S. technology products abroad.
The exposure of these new spying tools could lead to greater backlash against Western technology,
particularly in countries such as China, which is already drafting regulations that would require most bank
technology suppliers to proffer copies of their software code for inspection.
Peter Swire, one of five members of U.S. President Barack Obama's Review Group on Intelligence and
Communications Technology, said the Kaspersky report showed that it is essential for the country to
consider the possible impact on trade and diplomatic relations before deciding to use its knowledge of
software flaws for intelligence gathering.
"There can be serious negative effects on other U.S. interests," Swire said.
TECHNOLOGICAL BREAKTHROUGH
According to Kaspersky, the spies made a technological breakthrough by figuring out how to lodge
malicious software in the obscure code called firmware that launches every time a computer is turned on.
Disk drive firmware is viewed by spies and cybersecurity experts as the second-most valuable real estate
on a PC for a hacker, second only to the BIOS code invoked automatically as a computer boots up.
"The hardware will be able to infect the computer over and over," lead Kaspersky researcher Costin Raiu
said in an interview.
Though the leaders of the still-active espionage campaign could have taken control of thousands of PCs,
giving them the ability to steal files or eavesdrop on anything they wanted, the spies were selective and
only established full remote control over machines belonging to the most desirable foreign targets,
according to Raiu. He said Kaspersky found only a few especially high-value computers with the hard-
drive infections.
Kaspersky's reconstructions of the spying programs show that they could work in disk drives sold by more
than a dozen companies, comprising essentially the entire market. They include Western Digital Corp,
Seagate Technology Plc, Toshiba Corp, IBM, Micron Technology Inc and Samsung Electronics Co Ltd.
Western Digital, Seagate and Micron said they had no knowledge of these spying programs. Toshiba and
Samsung declined to comment. IBM did not respond to requests for comment.
GETTING THE SOURCE CODE
Raiu said the authors of the spying programs must have had access to the proprietary source code that
directs the actions of the hard drives. That code can serve as a roadmap to vulnerabilities, allowing those
who study it to launch attacks much more easily.
"There is zero chance that someone could rewrite the [hard drive] operating system using public
information," Raiu said.
Concerns about access to source code flared after a series of high-profile cyberattacks on Google Inc and
other U.S. companies in 2009 that were blamed on China. Investigators have said they found evidence
that the hackers gained access to source code from several big U.S. tech and defense companies.
It is not clear how the NSA may have obtained the hard drives' source code. Western Digital spokesman
Steve Shattuck said the company "has not provided its source code to government agencies." The other
hard drive makers would not say if they had shared their source code with the NSA.
Seagate spokesman Clive Over said it has "secure measures to prevent tampering or reverse engineering of
its firmware and other technologies." Micron spokesman Daniel Francisco said the company took the
security of its products seriously and "we are not aware of any instances of foreign code."
According to former intelligence operatives, the NSA has multiple ways of obtaining source code from tech
companies, including asking directly and posing as a software developer. If a company wants to sell
products to the Pentagon or another sensitive U.S. agency, the government can request a security audit to
make sure the source code is safe.
"They don't admit it, but they do say, 'We're going to do an evaluation, we need the source code,'" said
Vincent Liu, a partner at security consulting firm Bishop Fox and former NSA analyst. "It's usually the NSA
doing the evaluation, and it's a pretty small leap to say they're going to keep that source code."
The NSA declined to comment on any allegations in the Kaspersky report. Vines said the agency complies
with the law and White House directives to protect the United States and its allies "from a wide array of
serious threats."
Kaspersky called the authors of the spying program "the Equation group," named after their embrace of
complex encryption formulas.
The group used a variety of means to spread other spying programs, such as by compromising jihadist
websites, infecting USB sticks and CDs, and developing a self-spreading computer worm called Fanny,
Kaspersky said.
Fanny was like Stuxnet in that it exploited two of the same undisclosed software flaws, known as "zero
days," which strongly suggested collaboration by the authors, Raiu said. He added that it was "quite
possible" that the Equation group used Fanny to scout out targets for Stuxnet in Iran and spread the virus.

Egypt bombs Islamic State targets in Libya after 21 Egyptians beheaded

CAIRO (Reuters) - Egyptian jets bombed Islamic State targets in Libya on Monday, a day after the group
there released a video showing the beheading of 21 Egyptian Christians, drawing Cairo directly into the
conflict across its border.
Egypt said the pre-dawn strike hit militant camps, training sites and weapons storage areas in the
neighbouring oil-producing country, where factional fighting has unleashed virtual anarchy and created
havens for jihadi Islamists.
While Cairo is believed to have provided clandestine support to a Libyan general fighting a rogue
government in Tripoli, the 21 decapitations pushed President Abdel Fattah al-Sisi into open action,
expanding his battle against Islamist militancy.
"And let those near and far know that the Egyptians have a shield that protects and preserves the security
of the country, and a sword that eradicates terrorism," the Egyptian military said in a statement.
Egyptian state television aired footage of fighter planes leaving a hangar with "Long live Egypt"
emblazoned on their tails, followed by night-vision aerial footage showing bomb explosions and the aircraft
returning in early daylight.
Libya's air force also participated in Monday's attack, which targeted Derna, an eastern coastal city
regarded as a base for fighters of the ultra-radical Islamic State.
"There are losses among individuals, ammunition and the (Islamic State) communication centres," Libyan
air force commander Saqer al-Joroushi told Egyptian state television, adding that dozens had been killed.
Joroushi, who is loyal to Libya's internationally recognised government, which set up camp in the city of
Tobruk after losing control of the capital Tripoli, said there would be more strikes on Tuesday.
The rival Tripoli-based parliament, which is supported by some Islamist groups, said the air raids were an
assault on Libya's sovereignty. Omar al-Hassi, premier of the self-appointed Tripoli government, said three
children, two elderly men and a 21-year-old woman were killed in the attack.
It was not possible to confirm either faction's accounts of the number or nature of the casualties.
CHRISTIAN ANGER
Cairo called on the U.S.-led coalition fighting Islamic State in Iraq and Syria to broaden the scope of their
operations to include Libya, highlighting how the insurgent group has expanded its reach around the Arab
world.
Since the fall of strongman Muammar Gaddafi in 2011, a number of Islamist movements have taken hold in
Libya. Recently, some have declared ties to Islamic State and claimed high-profile attacks in what appears
to be an intensifying campaign.
The U.S. military estimated in December that only around 200 Islamic State fighters were operating in the
country.
Egypt is not the only Arab nation sucked into confrontation with the group by the gruesome killings of its
citizens.
Jordan has taken a leading role in conducting air strikes against the group in Syria and Iraq this month
after the militants released a video showing a captured Jordanian pilot being burned alive in a cage.
The 21 Egyptian Coptic Christians were marched to a beach, forced to kneel and then beheaded on video,
which was broadcast via a website that supports Islamic State.
The victims were among thousands of unemployed Egyptians desperately seeking work in Libya, despite
the risks. Egypt's foreign ministry said it was banning travel to Libya and had set up a crisis centre to
bring home Egyptians.
Thousands of traumatized mourners gathered at the Coptic church in al-Our village, where 13 of the 21
victims came from, struggling to come to terms with the fate of compatriots who paid a gruesome price for
simply seeking work.
Before the videoed killings, one of the militants stood with a knife in his hand and said: "Safety for you
crusaders is something you can only wish for." Afterwards, he says: "And we will conquer Rome, by the
will of Allah."
The head of the Roman Catholic Church, Pope Francis, condemned the beheadings. "They were killed
simply for the fact that they were Christians," he said at the Vatican.
Egypt's Coptic Christian pope was one of the public figures who backed Sisi when he, as army chief,
ousted Islamist president Mohamed Mursi in 2013 after mass protests against him.
The killings put pressure on Sisi to show he is in control of national security, even as he makes progress
against Islamist militant insurgents in the Sinai, some of whom have recently pledged allegiance to Islamic
State.
"It's swift and decisive, it's not about strategy, it's about containing anger within Egypt," said Hassan
Hassan, co-author of a book on Islamic State.
"Just like in Jordan, it's more about saving face, saying: 'You can't mess with us'. .... It's likely to evolve

Apple studies self-driving car, auto industry source says

FRANKFURT/SAN FRANCISCO (Reuters) - Technology giant Apple ( AAPL.O ) is
looking beyond mobile devices to learn how to make a self-driving electric car,
and is talking to experts at carmakers and automotive suppliers, a senior auto
industry source familiar with the discussions said on Saturday.
The Cupertino, California-based maker of phones, computers and, soon,
watches is exploring how to make an entire vehicle, not just designing
automotive software or individual components, the auto industry source said.
"They don't appear to want a lot of help from carmakers," said the source, who
declined to be named.
Apple is gathering advice on parts and production methods, focusing on electric
and connected-car technologies, while studying the potential for automated
driving, the source said.
"Fully automated driving is an evolution. Carmakers will slowly build the market
for autonomous cars by first releasing connected and partially automated cars,"
the auto industry source said. "Apple is interested in all the potential ways you
can evolve the car; that includes autonomous driving."
Whether it will build and release an electric car or a more evolved autonomous
vehicle remains to be seen, the source said.
But clearly Apple has sharply raised its ambitions in automotive technology. Car
technology has become a prime area of interest for Silicon Valley companies
ranging from Google Inc ( GOOGL.O ), which has built a prototype self-driving
car, to electric car-maker Tesla Motors Inc ( TSLA.O ).
An Apple spokesman in London on Saturday declined to comment on "rumors or
speculation".
Trying to build an actual car would mark a dramatic shift for the maker of the
iPhone and iPad. Apple often researches projects which are then discarded, but
has so far mainly stuck to its core expertise in mobile and electronic devices.
The Wall Street Journal reported on Friday that Apple had set up a secret lab
working on the creation of an Apple-branded electric car, citing people familiar
with the matter. The lab was set up late last year, soon after Apple revealed its
forthcoming smart watch and latest iPhones, the Financial Times said.
The Journal said that the Apple project, code-named "Titan", employed several
hundred people working a few miles from Apple's headquarters in Cupertino.
Apple executives met with contract manufacturers including Magna Steyr in
Austria, a unit of Magna International ( MG.TO ), the Journal said. A Magna
spokeswoman declined to comment.
THE PATH TO SELF-DRIVING CARS
Autonomous driving is likely to emerge progressively as driver assistance
systems become more sophisticated.
Already, carmakers such as Daimler ( DAIGn.DE ), BMW ( BMWG.DE) and
Volkswagen's ( VOWG_p.DE ) Audi ( NSUG.DE ) have revealed cars that can travel
long distances without human intervention.
Analysts at Exane BNP Paribas have said they see a $25 billion market for
automated driving technology by 2020, with vehicle intelligence becoming “the
key differentiating factor”. But the brokerage does not expect fully automated
cars to hit the road until 2025 or 2030, in part due to regulatory hurdles.
Short of building entire cars, there is money to be made from the software to
run a self-driving vehicle, as well as the services associated with autonomous
driving, such as mapping, car-sharing and car recharging services, the auto
source said.
"It's a software game. It's all about autonomous driving," the industry source
said.
Apple may be pursuing mainly auto industry expertise rather than full-scale
partnerships with established car companies.
With its soon-to-be-launched Apple Watch, the company had held limited
discussions with Swiss watchmakers, but no broad-based alliance emerged
from the talks.
Instead of partnerships, Apple pursued a go-it-alone strategy and turned to
poaching talent from top watch brands.
Two different sources have told Reuters that Apple has tried to recruit auto
industry experts in areas such as robotics.

Guns fall silent in Ukraine's Donetsk as Poroshenko orders ceasefire

DONETSK, Ukraine (Reuters) - Shelling stopped abruptly at midnight on
Saturday in the eastern Ukrainian city of Donetsk after President Petro
Poroshenko ordered government forces to halt firing in line with a ceasefire
agreement aimed at ending the country's bloody conflict.
Poroshenko, wearing the uniform of the armed forces supreme commander, said
in a televised address in the capital Kiev that there was still "alarm" over the
situation around Debaltseve, a key transport hub, where government forces have
been hard pressed by encircling Russian-backed separatists.
The ceasefire, negotiated in four-power talks on Thursday, foresees creation of a
neutral "buffer zone" and withdrawal of heavy weapons responsible for many of
the 5,000 deaths in a conflict that has caused the worst crisis in Russia-West
relations since the Cold War a generation ago.
Kiev and NATO have long charged that Moscow has supplied pro-Russian
separatists in eastern Ukraine with arms and men, and Washington and its allies
have slapped Russia with a series of economic sanctions. Russian President
Vladimir Putin denies Moscow is involved in fighting for territory Putin calls
"New Russia," although Western officials cite overwhelming evidence to the
contrary.
Pososhenko warned on Saturday night that Ukraine, if it was slapped once,
would not offer the other cheek. But, seated alongside armed forces chief of
staff Viktor Muzhenko, he added: "I very much hope that the last chance to
begin the long and difficult peaceful process for a political settlement will not be
wasted."
"As a first step I now give the order to the armed forces of Ukraine ... to cease
fire at 00:00 hours on February 15," he said.
Military spokesman Vladyslav Selezynov said the Ukrainian armed forces
immediately fulfilled Poroshenko's order and the big guns fell silent in Donetsk
and some other parts of the separatist-leaning east.
In the hours leading up to the ceasefire, heavy artillery and rocket fire roughly
every five seconds had reverberated across Donetsk, the main regional city in
the east which is under the control of the secessionists.
In Artemivsk, a town in government-controlled territory north of Debaltseve that
has been hit twice in two days by rocket attacks, there was also silence at
midnight.
U.S. Secretary of State John Kerry urged implementation of the ceasefire in a
telephone call with his Russian counterpart Sergei Lavrov and expressed
concern about efforts by Russia and the separatists to cut off Debaltseve, the
U.S. State Department said.
U.S. President Barack Obama also expressed "deep concern" about the violence
around Debaltseve in a telephone call with Poroshenko, the White House said.
'IT'S QUIET'
A member of a Ukrainian pro-government unit near the eastern town of
Horlivka, who only gave his nickname of Turnir, said on television channel 112
soon after midnight: "It's quiet. It's been quiet for half an hour. But we are
waiting. We don't believe them. For the past three days they have been
banging us hard."
Debaltseve, a strategic rail junction that lies in a pocket between the two main
rebel-held regions, has been the focus of some of the fiercest recent fighting.
Four shells hit Donetsk on Saturday, blasting craters in the streets. A Reuters
witness saw one dead body from the attacks.
Obama also talked to German Chancellor Angela Merkel, who negotiated the
ceasefire this week with the leaders of Ukraine, Russia and France in Minsk, the
capital of Belarus.
Obama and Merkel "agreed on the pressing need for all signatories to
implement the ceasefire and protocol agreements reached at Minsk last
September and reaffirmed by the Minsk Implementation Plan this week," the
White House said.
The 15-member United Nations Security Council was discussing a Russian-
drafted resolution that would welcome the ceasefire agreement and call on all
parties to fully implement it. Diplomats said the council could vote as early as
Sunday on the draft resolution.
WEAPONS AROUND DEBALTSEVE
The U.S. State Department, pressing its case that Russia was backing the
rebels in the latest fighting, on Saturday released three commercial photographs
that spokeswoman Jen Psaki said showed "the Russian military has deployed
large amounts of artillery and multiple rocket launchers around Debaltseve,
where it is shelling Ukrainian positions."
"We are confident that these are Russian military, not separatist systems," she
said.
On Saturday, Ukrainian military spokesman Andriy Lysenko said at a televised
briefing in Kiev: "Ahead of midnight, rebels are trying to complete tactically
important plans to enlarge the territory under their control, primarily in the
direction of Debaltseve."
Heavy shelling could be heard at a rebel checkpoint about 15 km (10 miles)
west of Debaltseve, a Reuters witness said, reporting outgoing artillery rounds
almost every minute.
A column of new military vehicles and artillery passed through the checkpoint in
the direction of Debaltseve. The checkpoint was manned by several dozen
professional-looking combatants. Tanks and armored vehicles could also be
seen.
Speaking on condition of anonymity, a rebel at the checkpoint said local fighters
were being supported by "guests from Russia."
Spokesman Lysenko said separatist forces continued to be reinforced by
fighters and military equipment crossing Ukraine's eastern border from Russia
over the past 24 hours.
The rebels have advanced far past the line of an earlier ceasefire deal, agreed in
September. The new accord appears to envisage them withdrawing their guns
around 75 km (50 miles), to take them back behind it, while Ukrainian guns
would move 25 km (15 miles) back.
Thursday's accord also prescribed constitutional reform to give more autonomy
to eastern Ukraine, where many Russian speakers live. Kiev rejects
independence for the "people's republics" the rebels have declared.

Boko Haram regional mastermind arrested in Niger

The suspected mastermind of different attacks by Boko Haram
islamist sect in Niger’s Diffa region near the Nigerian border
has been arrested by Nigerian security forces, local media
reported Thursday.
Niger’s Anfani private radio station said the suspect going by the
name Kaka Bounou, was a trader based in Diffa. He had a title
of a captain in Boko Haram, and was behind all the attacks
carried out in Diffa.
“He is a habitual offender who had been arrested several times
and released, including by the Nigerian judiciary,” the same
source said. Elsewhere, security forces in Maine-Soroa town, 80 km west of
Diffa, on Thursday managed to halt a suicide bomber who was
carrying explosives.
Nigerien forces have continued with the fight against Boko
Haram and are still in the Nigerian territory where they have
liberated the town of Damasak that had been held by the islamist
sect for a long time.

Oil tops $60 for first time in 2015; oversupply persists

NEW YORK (Reuters) - Oil closed up for a second straight week on Friday after another drop in the U.S.
rig count, and Brent crude hit a 2015 high above $60 a barrel, but market skeptics cautioned the rally
could fade because supplies keep coming.
Many traders and analysts believe there is a global oversupply of nearly two million barrels per day of
crude oil.They say little has changed fundamentally to explain the price rebound of the past two weeks.
The number of oil drilling rigs in the United States fell this week to its lowest since August 2011, data
showed on Friday. But the market's reaction was relatively tepid compared with the past two weeks when
prices spiked on declining rig counts.
"I think people are starting to understand to a certain point that, even if rig counts go down, it's not going
to affect production in the short term. It's going to take a few months for that to happen," said Tariq
Zahir, managing member at Tyche Capital Advisors in Laurel Hollow in New York.
U.S. crude inventories have swelled to record highs of nearly 418 million barrels, government data showed
last week.
Brent settled the session up $2.24, or nearly 4 percent, at $61.52 a barrel. It rose a 6 percent on the week
and 15 percent month-to-date. Brent's gains increased this week after its front-month contract switched
on Thursday at a premium.
U.S. crude CLc1 finished $1.57, or 3 percent, higher at $52.78 a barrel.
Oil prices more than halved between June and January as a global glut pushed Brent from a summer peak
above $115 to a near six-year low under $46.
"Naturally, when prices fall that much within that short a time, you're likely to have a severe rebound as
well, though speculators are possibly adding more fuel on the way up now," said Phil Flynn, an analyst at
the Price Futures Group in Chicago.
Some traders attributed Friday's strength to an unexpected acceleration in euro zone economic growth in
the final quarter of 2014. The bloc's largest member, Germany, grew at more than twice the expected rate.
Market bulls were also betting that cuts in exploration budgets will help mop up some of the excess
supply.

Fighting rages in run-up to Ukraine ceasefire

DONETSK, Ukraine (Reuters) - Ukraine and Russian-backed rebels fought fiercely across the east of the
country on Friday despite a new peace deal brokered by Germany and France.
A ceasefire is due to come into effect from Sunday under the agreement, which also envisages a
withdrawal of the heavy weapons responsible for many of the 5,000 casualties in the conflict that broke
out almost a year ago.
Kiev said pro-Russian rebels had built up their forces across separatist-held zones since the deal and both
sides accused each other of killing civilians.
Two people were killed and six wounded when a shell hit a cafe in the Kiev-controlled town of Shchastya
near rebel-held Luhansk in eastern Ukraine, a local official said, adding other shells had struck elsewhere in
the town.
"The town's heating system is broken, power lines are damaged as well as the water supply ... So this is
how a comprehensive ceasefire is prepared for," the head of the Kiev-controlled administration, Hennadiy
Moskal, said online.
The rebels accused Ukrainian forces of shelling the separatist stronghold of Donetsk and the town of
Horlivka, where they said on their website that three children had been killed.
The sound of artillery could be heard in the outskirts of Donetsk and clouds of black smoke hung over its
suburbs.
Outgoing fire from the Ukrainian side was visible on the road between Kiev-controlled Kramatorsk and
rebel-held Donetsk and rebels at a checkpoint near Donetsk said they had been hit by mortar strikes. They
mocked the impending truce.
"What sort of ceasefire? Don’t make me laugh. This is already the second or third ceasefire," one said.
The Group of Seven industrialised countries issued a statement late on Friday calling on all sides to refrain
from actions in the coming days that would hinder the start of the ceasefire. It said G7 countries were
ready to take "appropriate measures" against those who violate the agreement, an apparent threat of more
economic sanctions against Russia.
The deal, sealed by the leaders of Germany and France after 16 hours of all-night talks in Minsk, capital of
Belarus, with the Russian and Ukrainian presidents, was soon overshadowed by the clashes.
A Ukrainian military spokesman said 11 soldiers had been killed and 40 wounded in the past 24 hours.
"The enemy continues to build up forces in the main areas of the armed conflict," Andriy Lysenko said.
Fighting was intense around Debaltseve, a railway junction linking the two main rebel areas, where
separatists used rockets and artillery to attack government forces holding the town.
"Rebels are repeatedly storming the strongholds and base camp of Ukrainian forces," in and around
Debaltseve as well as firing artillery, mortars and rockets, Lysenko said, stressing that government troops
had held their positions.
The United States and Europe have threatened further sanctions against Moscow if the rebels seize more
territory.
DISAGREEMENTS
Ukraine's pro-Western president said he was not naive and wanted to make clear the country was a long
way from peace.
"Nobody has a strong belief that the peace conditions which were signed in Minsk will be implemented
strictly," Petro Poroshenko said.
Away from the battlefield, disagreements surfaced over whether a rebel amnesty or the release of a
Ukrainian pilot detained by Russia were part of the ceasefire deal.
Western diplomats said the European Union would go ahead on Monday with planned sanctions against 19
Ukrainian separatists and Russians, despite the ceasefire.
NATO and the United States said the fighting ran counter to the spirit, if not the letter of the agreement
and U.S. officials said further sanctions were still on the table.
At an EU summit in Brussels, the leaders of Germany, France and the European Council also said new
sanctions were possible.
The French, German, Russian and Ukrainian leaders are expected to speak again by phone on Saturday in
the hours before the ceasefire is due to take effect.
Kremlin spokesman Dmitry Peskov said Moscow expected all points of the deal to be implemented, but
that Russia had not promised to free Nadezhda Savchenko, a detained Ukrainian pilot that Kiev wants free.
Her case would be decided by a Russian court, he said.
Ukraine said it had not agreed to an amnesty for all rebels, drawing an angry response from the
separatists.
Sanctions by the EU and United States have piled intense economic pressure on Russia's economy, which
has also been hit by a collapse in oil prices.
Russia's economy minister said he hoped sanctions would be lifted soon.
VAST "BUFFER ZONE"
On Thursday, German Chancellor Angela Merkel described the agreement with Russia on Ukraine as a good
start but said undertakings must now be respected.
Ukraine reported a new, mass influx of Russian armour into rebel-held eastern Ukraine as the agreement
was being finalised.
The deal calls for the withdrawal of heavy weapons from the front line when and if the ceasefire has taken
hold, and constitutional reform to give eastern Ukraine more autonomy.

This would leave a buffer zone 50 km wide, a challenge for the monitors from the Organization for Security
and Cooperation in Europe who are expected to patrol it. It also appears to take more territory outside
Kiev's control.
The White House, under pressure from Congress to provide arms to the stretched Ukrainian military, said
the deal was "potentially significant" but urged Russia to withdraw soldiers and equipment, and give
Ukraine back control over its border.
Russia denies arming the rebels and sending troops to fight alongside them, despite what Ukraine and its
Western allies say is overwhelming evidence.

LFC announce NIVEA MEN partnership

Liverpool FC today announced NIVEA MEN as the club's official men's grooming partner,
which sees the world's No.1 men's skincare brand break into the Barclays Premier
League.
The multi-year partnership with NIVEA MEN, part of Beiersdorf Ltd, expands on its
successful involvement with football, with particular focus on the United Kingdom, Sweden,
Finland, Denmark and Norway.
"NIVEA MEN is one of the most recognised skincare names across the globe and we are
delighted the brand has chosen to partner with Liverpool FC as it enters the world's most
exciting football league," said Billy Hogan, chief commercial officer at Liverpool.
"We're thrilled to welcome our very first grooming partner to the LFC family and we look
forward to some exciting campaigns over the coming years."
To launch the partnership, Reds stars Jordan Henderson, Simon Mignolet and Raheem
Sterling feature in a NIVEA MEN television commercial which airs for the first time on
Friday February 13 on Channel 4.

Alabama official ordered to issue marriage licenses to gay couples

MOBILE, Ala. (Reuters) - A federal judge on Thursday ordered an Alabama official to start issuing marriage
licenses to gay couples in compliance with an earlier order, but couples in most counties were still unable
to obtain licenses.
U.S. District Judge Callie Granade's order clarified that Mobile County Probate Court Judge Don Davis was
compelled to adhere to her previous ruling striking down the state's gay marriage ban despite a
contravening order from Alabama Supreme Court Justice Roy Moore that led many state judges to refrain
from issuing licenses to gay couples.
Granade's directive marked the latest twist in the controversy over gay marriage in Alabama, where
probate judges have faced conflicting orders from federal and state courts. The resulting disarray has
allowed same-sex couples to marry in places such as Birmingham, while those applying for marriage
licenses in dozens of counties have been turned away.
Alabama is the 37th U.S. state where gay marriage has been legalized, and the first in the Deep South,
where many voters are socially conservative.
The U.S. Supreme Court refused on Monday to grant a request from Alabama's Republican attorney
general to keep the weddings on hold until it decides later this year whether laws banning gay matrimony
violate the U.S. Constitution.
But Moore ordered state judges to defy Granade's ruling and uphold the state's gay marriage ban, an
order his office said remained in effect despite the Supreme Court's action.
Granade's order on Thursday applied specifically to Mobile County, where, within an hour of the ruling,
same-sex couples who had been waiting in line at a county building began to receive licenses.
Among those in line was Meredith Miller, 32, who said plans to wed her partner of almost nine years on
Valentine's Day would mean an end to fears of being shut out from making decisions on each other's
behalf in the event of a medical emergency.
"The worry that is always in the back of your mind, the worry that a lot of couples don't ever have to
experience, that is going to go away now," Miller said.
NARROW RULING
Attorneys for four same-sex couples named as plaintiffs in the suit, among them Miller and her partner,
had urged Granade to issue a broad ruling to compel all judges in the state to begin granting marriage
licenses to same-sex couples.
But with the ruling applying narrowly to Davis, none of the judges in the other 43 of Alabama's 67 counties
that have refused to issue marriage licenses to same-sex couples changed course in its immediate
aftermath, gay rights advocates said.
J. Michael Druhan, the lawyer for Davis, whose county is the most populous of those that have refused to
issue the licenses, told Granade during a hearing before her order that the probate judge was stuck
between the conflicting court directives and simply wanted guidance.
Druhan likened Davis, who had kept his office's marriage license operations shuttered since Granade's
earlier ruling went into effect on Monday, to a U.S. soldier frozen to the spot after stepping on a mine in a
Vietnamese paddy field.
"If he stands there and does nothing, the snipers are going to shoot him in the head," he said. "If he
moves, the mine's going to blow him to pieces."
Most legal experts say Alabama's probate judges, who are elected officials in a state that passed a gay
marriage ban in 2006 with 81 percent of the vote, will ultimately have little choice but to follow the federal
court's ruling.
Among those waiting for marriage licenses in Mobile was Mack Douglas, 28, who with his girlfriend was
relieved the office was open for the first time this week.
Douglas said he was raised to believe homosexuality was wrong and it felt a bit awkward to be waiting in
line with so many same-sex couples.
"When everyone was walking over here, I kind of stared off the other way," he said. "I kind of blocked it
out of my mind."

'Glimmer of hope' for Ukraine after new ceasefire deal

MINSK (Reuters) - Germany, France, Russia and Ukraine agreed to a deal offering a "glimmer of hope" for
an end to conflict in eastern Ukraine, but the United States and NATO said further intense fighting on
Thursday ran counter to the spirit of the accord.
The agreement, announced after more than 16 hours of discussions in the Belarussian capital Minsk, was
followed swiftly by allegations from Kiev of a new, mass influx of Russian armour into rebel-held eastern
Ukraine.
It calls for a ceasefire between Ukrainian forces and Russian-backed separatists starting Sunday, the
withdrawal of heavy weapons from the front line and constitutional reform to give eastern Ukraine more
autonomy.
Fighting has intensified in recent days as the rebels try to take control of Debaltseve, a strategic transport
hub that would link the two separatist-controlled areas of eastern Ukraine, where elections are
contemplated under the accord.
The White House, under pressure from Congress to provide arms to the stretched Ukrainian military, said
the deal was "potentially significant" but urged Russia to withdraw soldiers and equipment, and give
Ukraine back control over its border.
"The United States is particularly concerned about the escalation of fighting today, which is inconsistent
with the spirit of the accord," it said in a statement.
NATO Secretary General Jens Stoltenberg echoed that line and told Norwegian news agency NTB: "Russia
must end its support for the separatists and withdraw its forces and military equipment from eastern
Ukraine."
Russia denies arming the rebels and sending troops to fight alongside them, despite what Ukraine and its
Western allies say is overwhelming evidence. The conflict has killed more than 5,000 people since last
April.
Keeping up the pressure on Russia, diplomats said the European Union would go ahead on Monday with a
new round of sanctions against 19 Ukrainian separatists and Russians, regardless of the new ceasefire.
The asset freezes and travel bans, the latest in a long series of sanctions by the EU and United States,
have piled intense economic pressure on Russia's energy-exporting economy, which has also been hit by a
halving of world oil prices since last June.
After an EU summit in Brussels, the leaders of Germany, France and the European Council said wider
sanctions were possible if Russia violated the ceasefire agreement.
U.S. officials also said they were not taking sanctions off the table and bluntly warned the separatists
against seizing more land before Sunday's ceasefire formally takes effect.
"We are trying to send the message as strongly as we can that any effort to grab more land between now
and Saturday night ... will seriously undercut this agreement," a senior U.S. official who spoke on condition
of anonymity told reporters in Washington.
"TOUGH AND EMOTIONAL"
The Minsk talks were the culmination of a dramatic initiative by France and Germany following an upsurge
in fighting in which the separatists tore through an earlier ceasefire line agreed to last September.
Russian President Vladimir Putin accused Ukraine of prolonging the negotiations, which seemed close to
failure at several points.
German Chancellor Angela Merkel said Ukraine President Petro Poroshenko "did everything to achieve the
possibility of an end to the bloodshed." She said Putin put pressure on the rebels to agree to the truce
"towards the end" of the talks.
"This is a glimmer of hope, no more no less," Merkel told reporters on arriving, straight from the talks in
Minsk, at a European Union summit in Brussels. "It is very important that words are followed by actions."
Russia's RIA news agency quoted Kremlin spokesman Dmitry Peskov as saying the talks were "tough and
very emotional."
The accord could delay the imposition of new sanctions against Moscow, although the U.S. State
Department said it had not taken any options off the table. Secretary of State John Kerry said sanctions
could be eased if it were implemented.
Fighting has surged in the past few weeks with more than 70 Ukrainian servicemen and at least 24
civilians killed so far this month, according to Reuters calculations based on official Ukrainian figures.
A Ukrainian military spokesman said about 50 tanks, 40 missile systems and 40 armoured vehicles had
crossed overnight into eastern Ukraine from Russia. It was not immediately possible to verify the figures,
which were higher than in previous such statements. Moscow dismisses them as groundless.
NATO has said there is overwhelming evidence of Russian armour entering Ukraine but declined to
comment on the latest report.
"The intensity of fighting is evidenced by a sharp increase in the number of people trying to leave front-line
towns," spokesman Andriy Lysenko said in a daily briefing held on Thursday before the deal was
announced.
Rebel fighters accuse Kiev of shelling civilian areas, an accusation the Ukrainian military rejects.
The fighting has destabilised Ukraine militarily and economically. As the deal was reached, Ukraine was
offered a $40 billion lifeline by the International Monetary Fund to stave off financial collapse.
Russia's economy has also suffered, from the sanctions imposed for its support for the separatists in
eastern Ukraine and annexation of Ukraine's Crimea region last year. Russian shares surged on Thursday
after the deal was announced and the rouble gained but then slipped back.
WEAPONS WITHDRAWAL
The agreement addressed some of the main stumbling points, including a "demarcation line" between
separatists and Ukrainian forces, which the rebels wanted to reflect gains from a recent offensive that
shredded an earlier ceasefire deal.
The compromise was that the rebels will withdraw weapons from a line set by the earlier Minsk agreement
in September, while the Ukrainians will withdraw from the current front line, creating a 50 km (30 mile)-
wide buffer zone.
Ukraine will also get control of its border with Russia, but in consultation with the rebels and only after the
regions gain more autonomy under constitutional reform by the end of 2015.
Kiev has made clear, however, that it will not accept independence for the "People's Republics" the rebels
have declared.
The ceasefire and heavy weapons pullback would be overseen by the Organization for Security and
Cooperation in Europe, a Europe-wide security body.
French President Francois Hollande, who also took part in the negotiations, said there was still much work
to be done on the Ukraine crisis, but the agreement was a real chance to improve the situation. "The
coming hours will be decisive," he said later in Brussels.
Pro-Moscow separatists tightened the pressure on Kiev by launching some of the war's worst fighting on
Wednesday, killing 19 Ukrainian soldiers in assaults near the railway town of Debaltseve.
On Thursday, senior rebel commander Eduard Basurin said his side would deliver on the ceasefire but that
in the meantime Ukrainian troops should surrender Debaltseve. He said the separatists were holding
"counter-attack" operations to prevent the soldiers from breaking out.
As the fighting has escalated, Washington has begun openly talking of arming Ukraine to defend itself from
"Russian aggression," raising the prospect of a proxy war between one-time Cold War foes.
As the French and German leaders' peace initiative was announced, pro-Russian rebels appeared
determined to drive home their advantage ahead of a deal. Armoured columns of Russian-speaking
soldiers with no insignia have been advancing for days around Debaltseve, where heavy fighting has
occurred this month.

Obama to encourage companies to share cyber threat data

SAN FRANCISCO/WASHINGTON (Reuters) - President Barack Obama is set to sign an executive order on
Friday aimed at encouraging companies to share more information about cybersecurity threats with the
government and each other, a response to attacks like that on Sony Entertainment.
The order sets the stage for new private-sector led "information sharing and analysis
organizations" (ISAOs) - hubs where companies share cyber threat data with each other and with the
Department of Homeland Security.
It is one step in a long effort to make companies as well as privacy and consumer advocates more
comfortable with proposed legislation that would offer participating companies liability protection, the
White House said.
"We believe that by clearly defining what makes for a good ISAO, that will make tying liability protection to
sectoral organizations easier and more accessible to the public and to privacy and civil liberties
advocates," said Michael Daniel, Obama's cyber coordinator, in a conference call with reporters.
Obama will sign the order at a day-long conference on cybersecurity at Stanford University in the heart of
Silicon Valley.
The move comes as big Silicon Valley companies prove hesitant to fully support more mandated
cybersecurity information sharing without reforms to government surveillance practices exposed by former
National Security Agency contractor Edward Snowden.
Cybersecurity industry veterans said Obama's anticipated order would be only a modest step in one of the
president's major priorities - the defense of companies from attacks like those on Sony and Anthem Inc.
Obama has proposed legislation to require more information-sharing and limit any legal liability for
companies that share too much. Only Congress can provide the liability protection through legislation.
Businesses are unlikely to share a lot of timely and "actionable" cyber intelligence without liability relief,
said Mike Brown, a vice president with the RSA security division of EMC Corp.
"Until that gets resolved, probably through legislation, I'm not sure how effective continued information-
sharing will be," said Brown, a retired Naval officer and former cyber official with the Department of
Homeland Security.
Senator Tom Carper, the top Democrat on the Senate Homeland Security committee, introduced a bill this
week that incorporates much of Obama's plan. But Republicans control Congress, and they have yet to
sign on to the idea.
"This is an urgent matter and we are working with anyone that we can up on the Hill to make that
happen," said Daniel, who had not yet reviewed Carper's bill.
Getting a bill through Congress will require at least the support of big Silicon Valley companies such as
Google Inc and Facebook Inc.
Those companies, however, have refused to give full support to cybersecurity bills without some reform of
surveillance practices exposed by Snowden that have hurt U.S. technology companies' efforts to win
business in other countries.
"Obviously there have been tensions," Daniel told reporters.
"But I think that's the kind of thing where the only way to get at that is to continue to have dialogue and
to continue to engage, and the president has been committed to that," he said.
Google, Facebook and Yahoo are not sending their chief executives to the Stanford conference because of
the rift, according to an executive at a major technology company. Apple Inc Chief Executive Tim Cook will
give an address.
Obama also will meet privately with some executives on Friday. They are expected to press again for
surveillance reform and support for strong encryption, which some in the administration have faulted
recently on the grounds that it enables criminals and terrorists to hide their activity.
Big technology companies and a host of startups have been beefing up encryption in Snowden's wake to
make blanket intelligence collection overseas more difficult.
